Added low performance mode - disables some shader effects for better performance on weaker systems.

Fixed phantom sound ignoring SFX volume

Added an actual fullscreen option for html5 platform.
For whatever reason, this was NOT a trivial thing in GMS2. But hey, fullscreen on both sites finally!

Made skip arrow spawn sooner and made it more obvious again.
